Welcome!
Thank you for your interest in the Section 8 rental assistance program. Section 8 is a highly successful federally funded program.

By providing rental subsidies directly to property owners, Section 8 does not create a large bureaucracy through the construction, maintenance, and management of housing. For a quick overview of the benefits of participating as a landlord, please read the information sheet.

We also encourage you to read the Section 8 Owner Booklet. It is a thorough description of the procedures and policies of the Norwalk Housing Authority. In this booklet, you will learn about how to select a Section 8 tenant and what to expect during the inspection. We value your participation, so please do not hesitate to call us at (562) 929-5588 if you ever have any questions about the program.

Housing Authority Benefits

Payment Standards
The Housing Authority uses payment standards to calculate the housing authority's maximum subsidy based upon the voucher size or unit size. Payment standards are set at 90-110% of the Fair Market Rent for the Los Angeles-Long Beach Metropolitan Statistical Area. The payment standard is not the maximum rent the owner may charge. The requested rent must be comparable with similar units in the neighborhood. Rents vary widely in the City based upon location, size, amenities, type, age, and quality. Below are the payment standards effective April 1, 2023:

0 - Bedroom: $1,687
1 - Bedroom: $1,922
2 - Bedroom: $2,444
3 - Bedroom: $3,177
4 - Bedroom: $3,487
5 - Bedroom: $4,011
