Description of Activities
Since its establishment in March of 1989, the City of Norwalk Department of Public Safety has evolved into a model for cities and law enforcement agencies throughout the country.
The Department of Public Safety was developed in order to establish the concept of community-based law enforcement services and to channel the efforts of the community, law enforcement, education, probation, prosecution, courts, and social services towards a common objective. The goal of the City, in developing the Department of Public Safety, was to find effective solutions to neighborhood concerns of crime, vandalism, gang activity, juvenile delinquency, narcotics activity, and the general "quality of life" issues in the Community. Through a unique and progressive mix of services, inter-agency partnerships, and community support and cooperation, the Department of Public Safety regularly resolves many neighborhood issues before they require a law enforcement response.
The Department provides residents and business owner’s access to public safety and law enforcement programs and services. Public Safety Officers (PSOs) respond to requests for safety services and information, handle municipal code enforcement, parking enforcement, conduct high-visibility patrols of the City's parks, facilities, neighborhoods, and commercial and business areas. PSOs also conduct informational outreach to the Community on public safety matters. A comprehensive listing of services available is provided in this web page.
Public Safety Director
Ozzie Ramos
Mr. Ramos took over as Director on November 7, 2022 and brings with him over 28-years of veteran experience with the LAPD.
He grew up in the South Los Angeles region of L.A. County and served as a Public Safety Officer for the City of Norwalk early in his career. During his tenure with the Department, he helped organize a city-led effort to reduce graffiti and juvenile delinquency. Mr. Ramos also served as the Community Liaison Officer with the City of Paramount’s Department of Public Safety before joining the LAPD.
While with the LAPD, Mr. Ramos utilized a collaborative approach to reduce crime and build community support, as he understood the balance of enforcement and community policing.

I am humbled to follow in the footsteps of the Department’s founder and my mentor, Kevin Gano, as well as all my previous predecessors who each had a part in shaping the City’s Public Safety Department”.

L.A. Crimestoppers
In an effort to prevent and reduce crime, the Los Angeles Regional Crime Stoppers program was created by partnering with members of the community, law enforcement, and media in offering anonymity and cash rewards to anyone providing information leading to an arrest, resulting in safer communities.
Crime Stoppers encourages members of the community to assist local law enforcement agencies in the fight against crime by overcoming the two key elements that inhibit community involvement: fear and apathy.
Crime Stoppers uses a three part approach to solving crimes. The first part of the program is to empower the community by providing a safe way to report criminal activity. Secondly, Crime Stoppers partners with all forms of media in the Los Angeles region to inform the community on how to anonymously report crimes. Law Enforcement is the final part of the triangle in which they will follow-up on tips from community members.
