Description Of Activities
The City Clerk's Office serves as a liaison to all other Departments to facilitate City Council direction. The Office is responsible for all municipal elections, preparation of agendas, minutes, ordinances and resolutions for the City Council, Successor Agency to the Norwalk Redevelopment Agency, Housing Authority, Community Facilities Financing Authority, and the Oversight Board of the Successor Agency to the Norwalk Redevelopment Agency, and ensures completion of actions directed.
The central and legal files of the City are maintained by the City Clerk's Office; an electronic filing system has been established to provide a legislative history of official actions and a tickler system to track expiration dates of agreements and recurring matters. An optical imaging system is in place to provide easy access to public records, as well as to provide recovery in the event of disaster.
The Office provides public information and responds to requests for public record information, certifies and distributes ordinances and resolutions as appropriate and/or legally required, publishes and posts legal notices, processes claims and lawsuits and is responsible for the maintenance and distribution of the Norwalk Municipal Code. Pursuant to the Political Reform Act, the City Clerk serves as the filing officer/official for Campaign Expenditure Statements required to be filed by candidates in municipal elections and Statements of Economic Interests filed by public officials and designated employees. The City Clerk is responsible for the conduct of all municipal elections, and provides assistance to the Los Angeles County Registrar-Recorder with voter registration. The Office maintains rosters, agendas, minutes, attendance records, applications and oaths for the City's Advisory Bodies. The City Clerk's Office is also responsible for City-wide duplication and mail services, the main City Hall switchboard, and IT operations.

Notification of at least 48 hours prior to the meeting or time when services are needed will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service.

Regular Meetings of the City Council are held on the first and third Tuesday of each month at 6:00 p.m. in Council Chambers, Norwalk City Hall.
Study Session Meetings of the City Council are held, when required, on the first and third Tuesday of each month, at 5:00 p.m. in Council Chambers, Norwalk City Hall.
Successor Agency to the Norwalk Redevelopment Agency
Meetings are called on an "as needed" basis. Regular meetings of the Redevelopment Agency are held on the first Tuesday of each month at 6:00 p.m. in Council Chambers, Norwalk City Hall.
Norwalk Housing Authority
Regular Meetings of the Norwalk Housing Authority are held on the third Tuesday of each month at 5:45 p.m. in Council Chambers, Norwalk City Hall.
Norwalk Community Facilities Financing Authority
Meetings are called on an "as needed" basis.

Ticket/Gift Or Passes Policy And Form 802 Disclosure
Purpose, Information and Related Materials
The Fair Political Practices Commission ("FPPC") Regulation 18944.1 regulates complimentary tickets/gifts or passes for admission to a facility, event, show or performance for an entertainment, amusement, recreational, or similar purpose distributed to city officials by their agency. Pursuant to the regulation, complimentary tickets or passes are not considered gifts to the City official if the City distributes such tickets and passes in accordance with an adopted written policy that complies with Regulation 18944.1.
In accordance with the provision set forth by the FPCC and California Code of Regulations, Section 18944.1, the City is required to post its policy and disclose on its website all complimentary tickets or passes distributed to its officials for a public purpose, pursuant to its policy.

Tickets Provided by Agency Reports - Blank Form 802 [PDF]
This form is required by law to be used by all state and local government agencies to disclose the distribution of tickets or passes that allow admission to facilities, events, shows, or performances for entertainment, amusement, recreational, or similar purposes. The agency must complete FPPC FORM 802, identifying agency officials who receive tickets or passes from the agency as well as other individuals and organizations that receive tickets or passes at behest of agency officials.
