HCV LANDLORD RESOURCES
The housing choice voucher (HCV) program is the federal government's primary program for assisting very low-income families, the elderly, and persons with disabilities to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the HCV tenant, participants are able to find their own housing, including single-family homes, townhouses and apartments. Housing choice vouchers are administered locally by public housing agencies (PHAs) that receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the HCV program. This means that the tenant, landlord and PHA all have obligations and responsibilities under the HCV program..
Landlords are always encouraged to participate. For more information, contact the Housing office at (562) 929-5588 or visit our Landlord Resource Page.
Emergency Housing Vouchers
The Emergency Housing Vouchers program is launching in the Los Angeles region. Vouchers will be prioritized by the LA Coordinated Entry System, initially referring participants who are homeless, recently homeless, or fleeing domestic violence, dating violence, sexual assault, or human trafficking, as defined by the US Department of Housing and Urban Development and Los Angeles' Coordinated Entry System Policy Council. It is likely that most people eligible for this resource are already connected to the Coordinated Entry System and will be referred by case managers assigned to provide client housing support and connection. If, however, you think you are eligible for the program (please see the CES Interim Policy on Emergency Housing Voucher priority populations), please contact a Coordinated Entry System Access Center in your region. Please note that connection to the Coordinated Entry System does not guarantee your eligibility or prioritization for housing or rental subsidy support.
Applications for the Norwalk Section 8 Housing Choice Voucher Program are not available.

Family Self-Sufficiency (FSS) Program
Section 8 Housing Choice Voucher participants may enroll in the FSS program in order to seek and maintain employment. Interested enrollees complete an assessment conducted by Housing Authority staff and are linked to community resources to assist in job search, education, and career development. If you are currently receiving rental assistance from the Norwalk Housing Authority and would like more information about the FSS program, contact the Housing Authority at (562) 929-5588 and ask to speak with your Housing Specialist.
