Firestone Boulevard between Hoxie Avenue / Northbound (NB) I-605 Freeway Ramps to the west and Imperial Highway to the east Capital Improvement Project No. 7196 - Adopting the Mitigated Negative Declaration

The project consists of widening Firestone Boulevard between Hoxie Avenue/Northbound (NB) I-605 Freeway ramps to the west and Imperial Highway to the east. The 23.75-acre Project Site is located partially within the State’s Right-of-way (ROW) at the western limits with most of the Project located within the City. The existing Firestone Boulevard serves as a vital corridor to move goods and people, supporting the City economy. It provides a necessary link between the I-5 Freeway and the I-605 Freeway. Currently, this segment of Firestone Boulevard consists of 4-lanes of traffic (two in each direction) and a landscaped raised median, in an urbanized area of the City with businesses on the south side of the road, and businesses and residential on the north side of the road. Previously, the Cities of Norwalk and Downey, under a joint agreement, widened Firestone Boulevard to the west from the City of Downey limits to the I-605 Freeway ramps.

Project No. 7587: Environmental Enhancement and Mitigation Program (EEMP)

In August 2020, the City was awarded a California Natural Resources Agency’s 2019 Environmental Enhancement and Mitigation Program grant ($276,350).  With a required City match of $13,000 (5%), total project funding is $289,350.  The grant provides for improvements such as the turf removal in various raised landscaped medians on Rosecrans Avenue, Firestone Boulevard, and Imperial Highway, and replacement with drought tolerant plants and drip irrigation systems.  Phase I of the project acquired landscape architect design services (plans and specifications) for the median improvements.  Phase II of the project provides for construction of the median improvements.  

At its July 19, 2022 meeting, City Council awarded a construction contract for the Phase II improvements.  The project is anticipated to start late August 2022 and has 40 working days to complete.  Project is estimated to complete by end of September 2022. (August 2022)

 

Local Streets Rehabilitation Program

In early August 2022, construction bids solicited for and opened for the Phase II Local Streets Rehabilitation (concrete work) project for Zones 3, 8 and 19.  Staff estimates presenting an award of contract to City Council on August 16, 2022.  Construction is estimated to start late September 2022 for two of the three zones.  Estimated construction start for the third zone maybe delayed due to availability of construction materials.  Affected neighborhoods will be notified prior to construction start. Click on the maps to download. Shoemaker Avenue Bridge is Re-Opened

The bridge on Shoemaker Avenue over the 5 freeway that connects Santa Fe Springs to Norwalk has been re-opened.  Improvements in Norwalk at the bottom of the ramp of the bridge include: realignment of entry/exit ramp onto the Shoemaker Avenue Bridge and paving improvements extending the entire length of Shoemaker Avenue from Rosecrans Avenue to Firestone Boulevard. Plantings in the new median are forthcoming.

Bridge Closure (Shoemaker over 5 Freeway)

The bridge on Shoemaker Avenue over the 5 freeway, that connects Santa Fe Springs to Norwalk will be closed beginning August 30th and continue thru September 30th.  There is no work conducted on the bridge however there will be improvements on the median island located at the bottom of the ramp of the bridge.

The median improvements begins the week of August 5th.  It involves realignment of entry/exit ramp onto the Shoemaker Avenue Bridge over the I-5 freeway.  The median will be landscaped with colorful drought tolerant groundcovers, ornamental grasses, shrubs and cobble stones that compliments a few large trees.

Soon after the concrete improvements of the median have been completed for its realignment, contractor is estimated to begin the paving improvements the day after the Labor Day Holiday on September 7th.  The paving operation will be extensive and the entire length of Shoemaker Avenue from Rosecrans Avenue to Firestone Boulevard will not be able to accommodate thru-traffic.  Only residents abutting the construction site will be allowed for ingress and egress of their driveways.

Trash collection will continue and emergency responders will always have access during construction.  Contractor will minimize the disruption and the City appreciates the public’s understanding and cooperation.
