PARKING CITATION INFORMATION
The City of Norwalk offers various payment options for parking citations. You can pay online, via telephone, by mail or in person at City Hall. You may also submit your appeal application online. Click on the highlighted links below to obtain more information regarding each of the services offered:
PAYMENT OPTIONS FOR PARKING CITATIONS
Payment for parking tickets may be made online, click on the highlighted “Online” link below to make your payment.
You may also pay for your parking citations using the following options:
- By Phone: 1-888-232-9308.
- In Person: Citations can be paid in person at Norwalk City Hall, 12700 Norwalk Boulevard, Room 5. Cashier hours of operation are Monday through Thursday, from 8:00 a.m. to 6:00 p.m., and every other Friday from 8:00 a.m. to 5:00 p.m.
- By Mail: You can mail a check or money order to :

Please remember to include the citation number on your check or money order.
California Vehicle Code (CVC) Section 40220 allows for installment payments of parking citations for qualifying low-income individuals who apply within 60 days from the issuance of a notice of parking violation, or within 10 days after an administrative hearing determination, whichever is later. Once a citation is enrolled in this program, it is no longer eligible for appeal pursuant to an Administrative Review or Hearing.
Only the Registered Owner or Lessee of the vehicle for which the citation was issued may enroll in a Payment Plan. To qualify, you must meet the requirements of CVC Section 40220 by either being “Low Income” or receiving qualifying “Public Benefits".
APPEAL PROCESS FOR PARKING CITATIONS
You may appeal your parking citation online. Your request must be submitted within 21 days of receiving your citation. If your request is approved, the citation will be dismissed with no further action. If the appeal is denied you must pay the full amount listed on the citation.
In order to appeal a Disabled Person’s parking citation, the following documents must be uploaded with your Administrative appeal request.

PARKING CITATION PHOTO REVIEW
Parking enforcement personnel may or may not take a photo or photos when issuing a citation. You may view any photo associated with your parking citation. Only electronically generated citations have associated photos.
To review photo(s) associated with your citation online, click on the highlighted “Photo Review” link below.
Please be advised that the absence of any photo(s) with a citation does not in any way invalidate the citation.
