Working with families in our community, we recognized that middle school and high school students may be at risk of joining gangs and experimenting with drugs and alcohol. Understanding that youth have a strong desire to be part of a group, the City of Norwalk Department of Public Safety established the Public Safety Cadet Program in October 1995. The objective of the Public Safety Cadet program is to give cadets a sense of responsibility, increase their self-esteem through positive social interaction, leadership development and team building skills, provide hands-on experience and sharpen problem solving skills, and allow them to explore future careers.
