Benefits

Medical
Management Employees City contracts for its health insurance benefits through CalPERS.  City's contribution for active/retiree management is up to $2,432.48.  Management employees receive a rebate of 50% of unused monthly allocation.  Insurance is for employee and their dependents.
General Employees City contracts for its health benefits through CalPERS.  City's contribution for active/retiree is up to $1,600 per month.  Insurance is for employee and their dependents.
Dental
Management & General Employees City contracts for its dental insurance benefits through Delta Dental. The City pays the full premium. Insurance is for employee and their dependents.
Vision
Management Employees The City contracts for its vision insurance benefits through VSP. The City pays the full premium. Insurance is for employee and dependents.
General Employees The City contracts for its vision insurance benefits through VSP. The City pays the full premium. Insurance is for employee and dependents.
Life Insurance
Management Employees City contracts for its life insurance benefits through Standard Life. The City provides a policy worth 1.5 times annual salary. City pays the full premium.
General Employees City contracts for its life insurance benefits through Standard Life. The City provides a $5,000 insurance policy. City pays the full premium. After employed for 5 years, insurance is increased to 1.5 annual salary.
Long Term Disability
Management & General Employees City contracts for its LTD insurance benefits through The Standard. The premium is based on Full-time salaries. Waiting period: 60 days; pays 2/3 of salary. Executive Management employees receive an additional Executive Plan. Waiting period: 90 days; pays 3/4 of salary.
Retirement
Management & General Employees

The City of Norwalk currently utilizes a four-tier retirement system for its employees.  The tiers are as follows:

Tier I & Tier II - Management & General Employees (Employees hired before 11/1/11) - 2.7% @ 55; Employee pays full 8% Member Contribution.

Tier III - Management & General Employees (Employees hired for the first time with the City on or after 4/20/12) - 2% @ 55; Employees pays full 7% Member Contribution.  

Tier IV - Management & General Employees (Employees hired after 1/1/12; new member of CalPERS Retirement System) - 2% @ 62; Employee pays full 7.25% Member Contribution.

Vacation, Sick, Holiday Leave Accruals
Management Employees Vacation: Up to 1 year of service = 80 hours; 1 to 9 years of service = 120 hours; 10 years or more of service = 160 hours.
Sick: Accrue 8 hours each calendar month.
Holiday: 12 paid holidays (includes two floating holidays per fiscal year).
Management Leave: 80 hours per year.
General Employees Vacation: 1 to 4 years of service = 80 hours; 5 to 9 years of service = 120 hours; 10 years or more of service = 160 hours.
Sick: Employee accrues 8 hours each month. Upon the completion of probationary period, sick leave can be used. May accumulate up to 720 hours. Employee paid off in excess of 720 hours.
Holiday: 12 paid holidays (includes one floating holiday per fiscal year, floating holidays are prorated on hire date.)
