Norwalk City Council adopted Ord 22-1731 establishing new property maintenance and security requirements for vacant and foreclosed properties. The Ordinance became effective on June 2, 2022.

Purpose-Transparent

To establish standards and requirements for the maintenance and security of all properties and structures that are vacant or undergoing foreclosure, and to have a mechanism to protect the health, safety, and welfare of the residential neighborhoods and commercial areas.

Definitions-Transparent

Vacant

  • Land is undeveloped
  • Building/structure is either unoccupied or occupied by unauthorized persons, either whole or in part; it shows evidence of vacancy

Abandoned

Is vacant and
  • Is under a current Notice of default
  • Is under a current Notice of Trustee's Sale
  • Is pending a tax assessor's lien sale
  • Has been the subject of a foreclosure sale where the title was retained by the beneficiary of a deed of trust involved in the foreclosure
  • Has been transferred under a deed in lieu of foreclosure

A property is considered under foreclosure if it is to be sold to satisfy a debt in the event of defaulting in payments.

Why did I receive a notice?

You received a notice because your property has been considered Vacant or Abandoned.

Do I need to register my property?

Abandoned and foreclosed properties need to be registered with the City on city-approved forms (see link to forms below) and pay an initial registration fee and annual monitoring fee.

My property is/will become vacant, what are the next steps?

Based on the time your property has been vacant (see different time frames below), there are different standards you need to meet. The various time frames are listed below and the standards can be found here:
  • General Requirements for all Vacant Properties and Structures
  • Vacancy of 10+ days
  • Vacancy of 30+ days
  • Vacancy of 45+ days
  • Vacancy of 90+ days
  • Vacancy of 180+ days
  • Vacancy of 365+ days

What are the violations and penalties?

Any person who fails to comply will be subject to a misdemeanor and/or administrative fine.

  • Subsequent Citations: $5,000
