City of Norwalk Adopted 2021-2029 Housing Element

The City has updated the Housing Element of the General Plan in accordance with State law for the planning period 2021-2029. The Housing Element provides an identification and analysis of existing and projected housing needs and goals, policies, and implementation programs that enable the City of Norwalk to meet its share of Regional Housing Needs Allocation (RHNA), including the needs of special needs groups and all economic segments of the City.

The goals and policies of the Norwalk Housing Element address two main issues: the promotion of new housing development, and the maintenance and improvement of existing housing units. Through its housing program, the City will improve the quality of existing housing and encourage the production of new housing types to meet residents' needs.
