Heart of Norwalk
On July 6, 2021 the City Council adopted The Heart of Norwalk Vision Plan (Plan) for the future of San Antonio Village and the Firestone Corridor, two key neighborhoods in the center of our City. The Plan was put together in partnership with the City of Norwalk, the Southern California Association of Governments (SCAG) and the consulting firm, The Arroyo Group (TAG). This Vision Plan sets the overall tone for how the study area (below) can grow in both the commercial and housing sectors, while balancing place making and open spaces.
Specific Plan/Environmental Impact Report (EIR)
Since the adoption of the Vision Plan, the City of Norwalk has retained TAG to assist city staff in developing a Specific Plan for the study area, as well as prepare an Environmental Impact Report (EIR) for the implementation of the Specific Plan.
A specific plan is a governing tool that jurisdictions use to guide development in a focused area of a community. While the General Plan is the overall and primary guide for growth and development citywide, a specific plan can focus on the unique characteristics of one area by customizing the planning process and land use regulations to that area.
Community Outreach
In the summer of 2022, the City held informational booths during the Front Street Friday events. During these events, the community had the opportunity to share different uses that the community would like to see in the area. Front Street was identified as an area to be restored as a pedestrian-friendly gathering place, with storefronts on both sides of the street providing retail, restaurant and entertainment offerings
Status
On February 20, 2024, the City Council provided feedback to staff to continue moving forward on the draft land use plan and conceptual designs for the specific plan.

Notice of Preparation
The City of Norwalk released a Notice of Preparation (NOP) for the preparation of an Environmental Impact Report (EIR) for the Heart of Norwalk Specific Plan on April 3, 2024. The public review and comment period for the NOP started on April 3, 2024 and ends on May 3, 2024. The scoping meeting for this NOP is on Tuesday, April 23, 2024 from 6 pm to 7:30 pm.
