Proposals must be submitted on or before 4:00 P.M. on December 11, 2014. Proposals shall be mailed or delivered to the following address:

Proposals, and amendments to proposals, received after the date and time specified above will be returned to the Offerors unopened.
Offerors are requested to submit written statements of technical qualifications and describe in detail their proposed work plan and schedule for completing the work specified in the RFP. Offerors are required to comply with all applicable federal and state laws, and equal opportunity laws and regulations.
Proposals will be considered firm offers to enter into a contract with the City of Norwalk and perform the work described in this RFP and shall be valid for a period of sixty (90) days from the date of submission.
The City reserves the right to accept or reject any or all proposals, waive any informalities or irregularities in the proposals, request additional information or revisions to the proposals, and to negotiate with any or all Offerors. Any contract award will be to a firm that submits the most comprehensive and cost-effective proposal based on the City’s evaluation.
