Vice Mayor Kelley was elected to Norwalk City Council in March 1997 and re-elected in March 2001, 2005, 2009 and 2013. She served as Mayor in 2000-2001, 2004-2005, 2009-2010 and 2012-2013. Her term expires in March 2017.
Vice Mayor Kelley was appointed by Councilmember Robert "Bob" White as a commissioner to the Consumer/Rental Mediation Board in 1991. She served as Chairman of this commission from 1995-1997. Appointed by Councilmember Judith Brennan, she also served as Chairman of the Blue Ribbon Commission from 1993-1997. During this time, the commission prepared a report to the City Council on "Factors Effecting Residential Property Values in Norwalk."
Vice Mayor Kelley has served as a member of the Metropolitan Transit Authority (MTA) Gateway Cities Sector Board, the Gateway Cities Council of Governments Transportation Committee, the Southeast LA County Workforce Investment Board (SELCOWIB), Southeast Area Animal Control Authority (SEAACA), Southeast Water Coalition, as Trustees of the Greater Los Angeles County Vector Control District, on the Steering Committee for Stormwater Funding and the Contract Cities Liability Trust Fund Oversight Committee. Vice Mayor Kelley is past president of the California Contract Cities Association, which represents over 70 cities.
The Vice Mayor remains active with several community-based organizations. She is a member of the Norwalk Woman's Club, Norwalk Community Coordinating Council, American Legion Auxiliary, Norwalk Chamber of Commerce, Friends of the Library and Friends of Hargitt House. She also served as President of the Norwalk Arts & Sports Foundation. On March 27, 2000 she was selected as the Woman of the Year for California Assembly District 58.
Vice Mayor Kelley has been a State Director of the California Association of REALTORS since 1991. She has served on numerous committees, lending her expertise to shape legislation for the protection of private property rights. She is a Past President of the Pacific West Association of REALTORS and continues to serve on the Board of Directors.
Vice Mayor Kelley places public safety and economic development as top priorities for the City of Norwalk. For the third year in a row and after the passage of Prop 47 the crime rate has fallen to 29% below the National average for Part I crimes. Economic development plays an important role to ensure the ability to provide essential services to the residents of Norwalk. In keeping with the 2020 Strategic Plan we have developed the Norwalk Education Alliance to create business growth and raise household incomes that will encourage reinvestment in our community.
Vice Mayor Kelley is proud of the variety of recreational and educational programming for all ages offered by the City of Norwalk. Expanding and improving these programs is an ongoing effort. Several parks have been renovated with plans for many more. The overall beautification of the City of Norwalk will increase property values for all homeowners and bring a real sense of pride to every resident.
Vice Mayor Kelley and her husband, are Broker/Owners of Home Town REALTORS. Home Town REALTORS has served the community of Norwalk in the same location for over 50 years. Vice Mayor Kelley is a native Californian and has lived in Norwalk since 1972.
